According to the user manual, it draws .15 amps at idle. If my calculations are correct, that would be appx 18w

If it's .15A on the DC side, I think the calculation is 0.15A x 25V = ~4W

How does it deliver 3000 watts through one outlet? Looks like a 20A one, but still that's only 1920 watts when de-rated.
