I think at one point they said if you played with a PC host, mods could be used, but who knows if that is true.

If you launch this game on PC (not sure about console), it still says that this game is still in early access. They removed the tag so they can publish on the comsole stores. I bought the game expecting a full released game but was met with a game that is still labeled as and plays as an early access game. This game is also from 2014 or something and looks the part. There are also a lot of complaints on Steam for the developers adding bad patches. Do not support this developer for shady actions.

It depends on what the mod is doing. Any non-trivial mod will need to be installed on the client as well.
