You can either research how to do that or find one that already has one built-in, MPPT controllers are ideal. If it'll sit in really high temperatures (e.g. inside car), you'll also want it to be made with material that can handle that like fiberglass and not plastic as it starts to warp/melt...don't ask me how I know.
I have this inside a car for its 12v battery and it's been working well for about half a year in hot California weather - 20w should be enough for your everyday car/bike, but scale up for a bigger vehicle or faster top-up times.
