This company Peladn has been known to take old cards and put new coolers on them selling them as new.

No idea why the downvote, that's very likely what this is, or a reboard of the used GPU die. Crazy price too, refurb 5600 XT (40% faster) are $100 all day every day, and I usually get them for $75-80.

Yes, you can also get an RX 5700 from some of these unknown brands at the deal price.

You definitely can, but I do not for customer builds. The RX 5700 is nearly the same performance as the later RX 5600 XT, odd as it may sound. For the extra cost and power draw, I give them a pass, unless they're at $100 or less.
