For desks, it is standard and appropriate to include width and depth of the table top in the title. The 3 measurements you give do not make sense as far as the 40" part. I guess that is one potential height. Strange.
Common sense tells me 43.3 is the width X 23.6 depth.
46" max height. That's just under 4 feet. That doesn't seem to be a standing height for a lot of people. Seems pretty short to me. I guess that's why it's $67
