IMO, absolutely not. I've got a 40# one I use and have my wrestlers use, and the additional weight on your upper body may throw out your back if you aren't prepared. If you have a bad back, just do basic core exercises, try to keep weight down, and exercise regularly (I'd add go a chiropractor but different people have different thoughts on that, but I will stand by that being the thing that has kept my back right for the last 12 years after a number of blowouts the previous 8 years)

Depends. If the problems stem from a week core, these can help strengthen and potentially relieve/alleviate the problems. However, if the problem is in your discs or vertebrae, these can make it worse. These can also cause muscle or ligament strain if you're not careful.

I definitely would not recommend weighted vests for people with back problems without consulting a doctor first.

Lower back? It is crazy for years I tried to "take it easy" on my back. Recently I started working out pretty hard and my back has never been better. Especially laying leg curls seems to stretch out my hamstrings and lower back muscles and this greatly helps my back. I wouldn't use a weighted vest though. Core exercises help with back a well. Sit ups or crunches strengthen the abs which help support your back !
