TP-Link paid cloud service or onboard memory card only.

No need to really. Pop a large SD card in there and record away. You can save the videos to your phone any time.

I have a number of Tapo cameras set up at the house. Some indoor, some outdoor (though they are all C210 indoor cameras). I don't pay for the cloud service and just use 64gb SD card in them. That covers a lot of recording time though I only have it record when it senses motion. If you want it to record 24/7 you might want a bigger card.
The video quality and UI are good. The only issue I have is that I also use them to monitor wildlife and they often don't trigger with birds and the like. Also, you'll need the app to interact with the camera so it only works on your phone/tablet. There is a workaround for the laptop but it's another step.

These actually look like a better deal to me (assuming they work as expected):

Kasa and Tapo are both made by TP Link. I have a couple of Kasa smart plugs that work on the Tapo app.

Do you need the paid app just to stream live? Or is the paid app only to save videos?

You don't need to pay for livestreaming or recording (just pop in a SD card). Paying a sub will let you also store it in the cloud, better ai and rich notification

The app is free. The only thing you might pay for is video storage on the cloud. I've had my cameras for years and have never paid for the cloud services but they could be useful in certain scenarios...

I use my cameras as security when I travel. I have cameras mounted inside and out and when I travel I set some of them to send me alerts if they detect motion. If a camera detects motion, it sends me an alert immediately. Since no one should be in my house when I'm traveling, I can then look at my phone and if I see someone in the house, call the police and alert them. If the police come and the person is gone, I should have video of who was in the house. UNLESS the person noticed the camera and took it with them. That is one example in which the video cloud storage would be useful because that vid would be secure on the cloud immediately. I have multiple cameras set up so they'd have to find them all and take them before I could save the video to my phone which seems unlikely. Right now, the camera in my living room has video stored covering about two weeks back on the 64gb SD card and you can use a larger volume card if you think you need more than that.

This is a vid I saved the other night when two clowns started down my driveway to check out my car. These same guys were seen stealing stuff from other cars in the neighborhood that night but they were deterred by my motion light.
