This is the old Naval Jelly. Has been around forever. Works great. Just make sure to prep the surface and clean. It's $5.99 right now.

No. These products turn the metal into a paintable surface, generally the metal will look like it was painted black like it has been primed. It converts the rust it does not make it "disappear".

Naval jelly works so well the surface needs to just be barely clean.
Acid in jelly form works wonders.
