I used to buy subs during covid - the manager there noticed I only bought during sales, so they skimped on toppings. If store participates, they will likely do that to toppings
The $6.99 Footlong is a better deal considering that many of my local Subways here in NorCal charge more than $14 for one footlong! So, you might see more of your local stores opt-in for this deal.

According to the minimum wage that was recently raised this year $16.90/hr. in CA; a sub could be like $7.20 maxed before it became unaffordable.
Proportioned from $0.49 back in 1961 when the minimum wage was $1.15/hr. Just make sure you do not buy one sub for more than $14.40.
There are none affordable on $7.25/hr, where I am at. I used to be able to have up to $5 footlongs when I bought The Veggie for under $10 and then had a BOGO on that. Totally priced out!
Edit: Wait, the veggie is still $8.99! But affordable for me would be like $3.08. Imagine buying a footlong for that price!
