That's not 100% true. I bought a non-CCC powerbank into China earlier this month. I showed airport security guy my non-CCC powerbank. He checked it and gave it back to me without saying anything. Also my bag with powerbank inside got scanned through all security check points/custom and no one says anything about my powerbank.

No mention of the power output. Based on the specs (5V & 2.1A), this should have a 10.5 Watts power output.
