Reasoning is pretty simple; zooming in is super grainy, better to have more megapixels when doing that. Wheather it's an important reason or just curiosity, if you can't see what you're looking at zoomed in, it's annoying.

I don't have this brand but one Eufy randomly pans once every few days or so. I've had it for about 5 years. Everything else works ok. It's not normal for a pan cam to fail like that. I'm ready to switch to a different brand.
Tapo themselves states tapo care is required for rich notifications in their Free vs Premium comparison table.

Im still happy with my cameras. I'd rather have free 24/7 local recording over rich snapshots.
Back porch was never used to actively track; that feature was turned off.
Both pan tilt movements on the cams worked fine. They both had difficulty finding their home positions after tracking objects. It would, slightly up or down, left or right, come up short of the desired position. That's more of a software issue I think. Motor-wise, they're fine.
After 3 years, the front porch cam, which is most exposed to weather and used to track motion, has been going offline for days and then randomly comes back. The video quality is poorer than the back door cam, so I switched them. I ordered newer ones that are for outdoor use to replace the intermittent one. I feel that the pan tilt is fine but precipitation and age has finally tormented the one into submission.
Turning the tracking features off during storms in higher foliage areas is probably a good idea if you remember, to prolong the life of the motor & gears. They can go kinda crazy tracking hanging flags or cobwebs and such at times.
I would think there's been some improvements to the tracking and pan tilt features on the newer models than my older models.
