the card issuer keeps declining my attempt to use it for my insurance bill - so I thought it would be worth a shot to draw off $200 and try it with another card, if it's just my card dependent.
Another thing about insurance bill is that the insurance company can categorize the charge as 'recurrent' even auto-pay is not checked. Almost all prepaid credit card banks decline charges categorized as 'recurrent'.
Regarding to buying other prepaid credit cards or gift cards using prepaid credit cards, my experience varies. If the merchant is an obvious gift card seller, such as giftcards,com or egift.com, the charge was declined. If not, the charge went through. For example, I was able to buy prepaid credit cards at HEB supermarket using prepaid credit cards.
