Go to your 7-11 app, if you have never loaded money to the 7-11 wallet you should see an offer to earn 3K rewards points for loading $35. You can load it via debit, credit or Google Pay. OR go into the store and have cashier apply $35 to your app wallet by giving them $35 in cash.
You'll also save another 3c per gallon on gas, earn rewards points on the gas purchase by using your wallet to pay for the gas. If you think your fill up will cost more than $35, add appropriate funds (say $50, etc) so the 7-11 wallet covers the full amount. You can't split payments as you are programming payment via the app.
After adding funds to the app, the 3000 points credit instantly. Go to the redeem rewards section to see what you can get for 3K points, The six free small or medium size drinks is a nice deal with warm weather coming if you want to grab a cold drink or icee.
You can redeem one drink per visit, don't have to use all 3K points at once.

yes, as long as the 7-11 with 7-11 gas station offers that capability to pay through the app. You just choose your funds already in the wallet as your payment. However, as I noted in OP, $35 may not cover a fill up of 20 gallons, so be sure you add the amount of funds needed to cover a fill up for your vehicle. It will only pump up to the limit of what $$ are in your wallet already. can't do split payments.
I'm not sure on Speedway because I don't have them at my 7-11's in my area.
