We ended creating a new Target account, with a different Gmail address, just to try and see if it is new accounts getting coupons.
We did not provide a phone number during setup (it's optional) and we clicked on "Join now" to join Target Circle but didn't enter the birthday.
Voila! It worked. 20% and 10% stackable coupons

We created yet another Target account just to test it, and both of the new accounts have the stackable coupons.
This is Target's way of saying "we know you are a regular shopper and have our store card, and likely to make the purchase even without the coupon so F you no discounts for you, we own you, we don't need to incentivize you, only new accounts get good stuff"
Ended up purchasing the Qrevo Pro, the slimmer and longer dock is more convenient to us, we are going to put it sideways so it's more flush with the wall, and we had 1 for local pickup closeby.
Plus we couldn't cough up the extra $200 for the Curv, not trying to make this a Curv vs Pro comment it just doesn't work out financially for me. Pro came up to $362 total, not bad for our first advanced vacuum robot that is not a Roomba or extinct Neato.

Qrevo Plus = already strong
Curv = almost 3x stronger → noticeably better on carpets & deep debris
2. Hair handling
Curv = basically designed for pet hair
Zero/near-zero tangling system = less maintenance
