This is a line splitter and outlet tester. It separates the conductors within its housing so that a clamp meter can be used to measure current. Check its description to learn more.

Only really worth it if you don't have a power meter plug AND you happen to need a gfci tester. Otherwise I think a power meter plug is better for around the same $10.
