It's a conspiracy, having an off ratio makes you have to more packages of both until you reach equilibrium.
Otherwise you would just but one package of each and the suppliers wouldn't make as much dough from the waste caused by the unused hotdogs and hotdog buns that you had to buy and end up throwing away.
