Yes, at 4k at max settings, this CPU will perform the same as a much cheaper CPU. But if you know what you're doing, this CPU will give you more FPS than the budget chips, even at 4k.
The key is learning how to tweak your graphical settings in game and not just using the Max/Ultra preset for every setting like 99% of clueless and lazy gamers do. Kind of funny how that is one of the main benefits of PC gaming over a console and nobody even learns how to use it. Half the graphical settings barely make any visual difference and some of them you can't see any difference at all, all while tanking your fps and increasing the GPU bottleneck.
If you learn how to tweak your settings, a chip like the 9800x3d will give you more FPS at 4k than a 9600x. People in this thread are framing it like the CPU is the one to blame for low performance at 4k, but 4k/max is a GPU limited scenario. You have to alleviate the pressure on the GPU to make the CPU show you what it's capable of, even at 4k.
