This worked for me today in Texas for an S26+.
I went to Walmart and bought the Moto G 2025 64gb, turned it on and got to the home screen, went to spectrum and traded it in.
Spectrum had to select "Other" for carrier and I got the $400 off plus $705 for the trade in. It seems like taxes were on the price of the phone minus the trade in value, so taxed on $395 at 8.25% taxes were $32.58.
In total I paid $27.57 to Spectrum (1100-400-705=-5 +32.58 tax)
On top of that I paid Walmart $32.35.
So all in was $59.92.

Does it require "active for 60 consecutive days on the line" before unlock?

I guess there was a promotion if you signed up for internet in the past 30 days and added a phone there was a $400 promotion. I was in the process of purchasing phones and I said I sure like the Ultra and the sales person said well my manager said if you want to purchase the Ultra then we can add a $400 credit because you just signed up for the internet. I did sign up for the internet online earlier that day and then went to store to purchase the phones. After the transaction the sales person said oh you needed to purchase the phone on payment plan to get the $400 but my boss will honor it because the transaction was done paying for phone. I went back the following day to trade in more phones and asked how they were going to do the credit--and his boss figured it out and the credit did appear on my account. It will only come off of phone bill and not off of internet but he did say if I canceled account then I would get the credit. I'm thinking once I get the phones unlocked I will ask for the credit back on credit card or by check. All phones were paid for completely at store--so ended up paying tax only. This $400 was an additional promotion--because of internet. Would this $400 extra promotion worked if just purchasing the S26 plus --I don't know but it was over and above the $400 discount on phone. Looks like I have around $127 pending for CB from a site for signing up for internet.
A special thanks for OP and others that have chimed in on this deal to help inform me.
CB site there are several and the one I used was C 1. You don't need a credit card with them to use this site and they send you offers so it can be unique to you. I have found if you go to a website and just browse an item--sometimes they will send you an offer for that item at that store. I always browse and click out of it and see if I get an email for a special offer either that day or a day later.

Did you go to store to try and get them unlocked or are you just leaving the free line card in one of them and going to wait for it to unlock?
