For monitors like these with adjustable height, the listed "Height with Stand" does this list the maximum height? I've seen many monitors with a "Height with Stand" and I'm trying to figure out if that's max height so that I can also subtract the height adjustment range to get lowest possible height as well, but google doesn't actually give me answer to this question either.

I believe "Height with stand" is usually with the stand at its lowest, unless it specifically says otherwise. Which seems to match with what I found for this monitor:
(Rounded to the nearest ½ inch)
Display height (no stand): ~13"
Minimum height (with stand): ~16.5"
Adjustable range: 0" – 3.5"
Max height (with stand extended): ~20"
