TLDR : Air does not admit infrared heat, only convection and conduction.
Every object has a property called emissivity (\epsilon), which is a ratio of how well it emits thermal radiation compared to a perfect "blackbody" (\epsilon = 1.0).
Solids: Most dark, matte solid objects have high emissivity (often 0.8 to 0.95). Their molecules are packed tightly, allowing for a continuous spectrum of thermal vibration that efficiently sheds energy as infrared photons.
Gases (Air): Nitrogen (N_2) and Oxygen (O_2)—which make up about 99% of our atmosphere—have an emissivity that is effectively zero for most practical purposes.
Why Nitrogen and Oxygen Fail to Radiate
Thermal radiation in the infrared spectrum usually requires a molecule to have a changing dipole moment as it vibrates.
Symmetry: N_2 and O_2 are homonuclear diatomic molecules. Because they consist of two identical atoms, their electrical charge is perfectly balanced.
Vibration: When these molecules vibrate or rotate, there is no shift in their charge distribution. Because they lack this shifting dipole, they cannot efficiently couple with the electromagnetic field to emit or absorb infrared radiation.
Essentially, they are "transparent" to infrared. If you heat a volume of pure Nitrogen to 200°C, it will feel hot via conduction (if you touch it) or convection (if it moves past you), but it will not "glow" in the infrared enough to warm you from a distance.
