The listing says the box isn't opened, but damaged so they weren't able to sell it. These are pretty easy to test if you a charger and device that can do 240W, but honestly there are not that many on the market yet. You are right to be cautious unless you can test reliably.

I bought New Open Box of a different item from this seller before and the item was definitely opened and retaped.

They were also extremely slow to refund after returning the item.
