Generally no, however, some stores like Whole Foods and Trader Joe's sell "fertilized" eggs that people have had luck hatching.

I have this and have hatched chickens with it. Does a great job. Great price.

Some of these posts are hilarious. It is entirely possible that you've eaten fertilized eggs before, and there's no federal law requiring commercially sold eggs to be unfertilized. Most commercial operations don't intermingle roosters and hens, but occasionally smaller free range and organic operations have a rooster or two mixed in with the hens. Local farm eggs are the most likely to have a rooster in the mix, so you might be eating fertilized eggs if you buy local. There's no difference in flavor, nutrition, etc if they're fertilized (despite some people believing fertilized eggs have more vitamins, protein, etc).
As for hatching grocery store bought eggs, your chances of success are astronomically low. Even if the eggs were somehow fertilized, refrigeration will kill the embryo.

While most folks are saying that you can't use grocery story eggs, and for the most part it's true, I have had success hatching a few here and there that were supposedly sterile!
