Not really. Its fine for a modem/router, but thats about it. Don't waste the 30 bucks. If you have a desktop and want to protect it, get something with pure sine and at least 900w (1000 is better.) They go on sale somewhat frequently.

Depends on budget and purpose. You do not need pure sinewave units for everything. You don't need over spec'd units you will never fully utilize either. If all you need is a quick shutdown during an outage, this will likely serve just fine. If you need it for network equipment or a small media device, this is also perfect.
