I really hate screws that have so much area unthreaded. 3" screw and half of it is unthreaded means if you're attaching a 2x4 to something using these screws the 2x4 won't have any threads to bite onto and it becomes a much larger issue with 1x's. In theory it can help a bit with clamping force but it really makes dissassembly a pita. Something to keep in mind if you're using the screws for something you might want to take apart in the future.
What is SD doing--advertising regular price items now?
I'm not sure what a good deal for these is, but it was voted to front page previously at this price. Hopefully there will be a better sale, and that will become price to match or beat.

According to the photo it claims 1 3/8" threaded area of the screw. I agree with your above statement.

I was at HD and they had a half a pallet of these by the lumber entrance door and they were there a few weeks ago too. So I would say this is their "everyday" price now.

The screw head is what holds down your upper material. If you thread the whole thing, the threads will hold both boards, but not tight to each other.
Better deck screws have a small, reverse thread at the top to grip and push the decking down.
If you're joining 2x4s, use construction (or structural) screws, not deck screws 😀

Not having threads the whole way up adds some structural value to these.
This is a very good price for ok screws. The Everbilt variants are better screws. These work. A 5lb box of comparable DECMATE brand 3" screws are $30, and this is twice the quantity. Sale price or no, solid deal.

This design is intentional and helps pull the outer piece of wood towards the inner one like a clamp. It works great for framing and decking.
When you have threads all the way through, they provide better sheer strength, but no clamping. This works great for drywall and sheet metal.
