10% is the standard discount on PlayStation gift cards that is generally available from club/warehouse stores like Costco and Sam's Club every day of the week, but this 12% discount is available without a paid membership. Stacking opportunities with credit card cash back are more limited at Newegg when compared to club/warehouse stores, though.
PlayStation gift cards can be used on anything digital in the PlayStation store, including games, DLC, virtual currency, and PS Plus membership payments. They cannot be used for hardware such as consoles or controllers, however.

My ps+ just ran out, I'm tempted to get this. Does anyone know if PlayStation sends like "please resub at a cheaper price" email type deals after your subscription ends?

Even if they don't, it wouldn't be a bad idea to bite and renew for another year or two; their recent CFO report from February 5 of this year (page 8 on https://www.sony.com/en/SonyInfo/...speech.pdf) indicates that they're aiming to "monetize" their existing users more instead of trying to bring in new users (i.e. selling new consoles), especially with regards to "software and network services revenue".
The same page also indicates that PS Plus, especially the upper tiers and the apparent continuing trend of users moving from Essential to one of the higher tiers, was a big boost to their earnings. And there were a ton of price increases to both PS Plus and certain digital games last year in markets outside of the US, which a lot of people interpreted as Sony trying to subsidize price stability in the US by raising prices elsewhere.
It's just speculation, but if you use the service, it wouldn't be a bad idea to renew at a discount.

This is very close to Costco's 2x$75 gift card price @ $134.99

Don't renew. You'll thank me later. Just buy the games you actually want and enjoy them to the fullest. It's better on this side of the fence. And no, they never offer email or promo discounts.
