Definitely not a gaming PC.

The iGPU is Vega 7 and the CPU is Zen2 era. Outdated, but okay if someone just needs a cheap office PC. Just don't expect it to do anything particularly well.

Yeah, there are some cool Ryzen Embedded processors. Some are design to power outdoor displays and have decent onboard graphics, but this one is more about compute.
Prices are crazy right now so can't really speak to value. It seems like a bad buy though.

$50 for slightly better single core, a little worse multicore, Vega 8 (> Vega 7) gpu, double the RAM, and double the SSD space.

This processor passmark score is 18,066 and single core 2648. And from what I can gather the iGPU is similar to Vega 7 that you find in a zen3 Ryzen 5 mobile cpu. 8 core 16 thread mobile cpu is really nice. This can do some basic gaming and video editing. It's a decently powerful small device.

Are these good emulators generally for light retro gaming? Or perhaps for super boxes or running Kodi?

Vega 7 is bare minimum territory for a PC you're spending over $300 for. Compare it to the also outdated 680m, and it will choke badly on anything remotely AAA from the past 5 years. If by light gaming you mean pre-2020, or retro games, then those will be fine.

Again, I stand by my assertion that this is NOT a gaming PC like the Amazon title states. It's fine for productivity, poor for gaming. If you need to do video editing, why buy something with an outdated iGPU that's already officially in extended support by AMD TWO years ago?

It'll run emulators fine up to Gamecube / PS2. It may not be able to do upscaling past native resolution at a stable framerate for some games, like God of War 2. Vega 7 should be capable of running anything before that well. You may want to experiment with Linux if you want to stretch the capabilities of the PC with emulation. AMD has stopped developing drivers for Vega 7, but Linux support for that older platform will continue to see community support.

It should also be fine for Kodi. I've run it just fine on Zen 2 boxes, so this Zen 2+ CPU will run it well.

This is the same processor in ps5. Piece of S for a computer. Terrible video encoding and decoding.AMD never misses a chance to sell any damaged CPUs.

Yeah, the CPU is "fine" for most productivity tasks, but the iGPU is very outdated, and AMD's support for the Vega series in Windows is increasingly absent. Supposedly these Ryzen Embedded CPUs will see support from Microsoft for longer than similar mainstream Zen 2+ CPUs it resembles, like the Ryzen 7 4800H.

The iGPU (Vega 7) is effectively late 2017 tech, and the CPU premiered late 2020. To compare it to Intel, it's sandwiched somewhere between an i7-10875H or i7 11800H in performance and capabilities. High-end in their day, but increasingly outdated and irrelevant. It has the ability to brute-force things with 8 cores, but it'll do that inefficiently, and with a shorter support lifespan that something like a 7840HS or AI 7 Pro 360. The former of which is frequently in minis, and has an RDNA 3 iGPU that curb-stomps the Vega 7. You'll pay a lot more for something with an AI 7 Pro 360 unfortunately, but you'll also get modern drivers and a longer lifespan.

It's hard for me to recommend anything older than Zen 4 CPUs because the price increase isn't much for considerably better products. Windows update support is a real problem, with Microsoft dropping support for hardware more aggressively than they used to.
