I've wrapped whole packers with 18" wide paper many times without issue. In fact, I'm not sure I've ever seen wider butcher paper (not doubting it exists, just never even thought to look for it).
Peanut butter brisket, wrapped the loooong way.

If you haven't even looked it up, that's probably why you think 18" is fine.. 24" butcher paper wraps a full packer cleanly and is the recommended size for brisket.
