Yes, affinity photo is free.
Easiest way for a noob will be open the program, select new, look for the 4x6 option and create the blank canvas. Darg your first photo on there and position and resize on the canvas. Then export as a jpeg with a new file name. Do the same for your 2nd image.
Finally create new but this time select the 8x10 print canvas. Dag and position the 4x6 images in there, but do not drag a corner to resize them only use the pointer tool to move the images. Then export as a jpeg. Upload that 8x10 to CVS
