Overall dimensions of the 28" are 65.5" Is there a decent chance some airlines won't allow that as standard checked bag size?

Fyi usually you don't deduct cash back (esp store specific cash back) from the price when submitting a post on Slickdeals, you instead frame it as part of the item (e.g. luggage+ $10 CB for $65). Also, the 40% is ymmv I believe. That's also usually called out

3.5 inches over the standard 62 inches is pretty small, subject to a fudge factor, and likely not noticed in the US. What I have been dinged on is weight (50 pounds for an economy ticket) which they now check for every time I have flown for the past 5 years.

Yes, while being wrong would be pretty bad, I've b never seen an airline measure the size of a suitcase, just the weight. I would think highly likely you would never get surcharged due to size.
I did order the 24" too but probably won't keep it. I really never figured out what that size is good for since you always have to pay to check it so might as well just have the larger one at that point.

Didn't see the mystery 40% off coupon but I was given a 20% off $100+ purchase coupon instead.

..and yes most budget airlines I believe 160cm is the max, I travelled to Japan and 160cm was the max combined for things like luggage delivery/bullet train etc. As to how persistent they check and with scrutiny, I am not sure..ymmv
total for me was $87.99 not bad

Oh it looks like there is a 40% off if you open a kohl's card account as well..

My wife's luggage was measured last year and they tried to charge her an oversized bag fee for a similar Samsonite suitcase as this one. This was in Chicago. We only got out of it because we argued that the policy was announced after we purchased the tickets. My wife is very persuasive and got it done but I think it was a 1 time thing. We now use that suitcase for cruises and have others for flying.

Europe is a different story though. Ryanair, easyjet, and many others will make you stick it in their metal box thing at the gate or make you check it for an exorbitant fee.

To be clear I haven't flown SouthWest since 2018, my experience in the last 5 years was with Delta, United, and American and I hold an airline credit card with each carrier. I can see budget airlines (Frontier, Spirit, Breeze, and now apparently SouthWest) squeezing customers. My check-in is 2 inches over so I think that's the reason it isn't flagged but a 30/32 inch bag is likely asking for expensive additional fees.
