Depends on your preference. Both are highly regarded by fans of the series. RE 2 is a remake from the original PS1 game. It's a little more action paced, but it also has a creepy tone. With a wide variety of weapons. I prefer this one.
RE 7 is a 1st person that takes place in Louisiana. Where you go looking for your wife and encounter a creepy family living in the swamp/woods. It's more of a run and hide with a limited use of weapons.
