You have to order more to get free shipping, like how OP is buying 2x 100 packs.
The 38.50 is subscribe which I do not belive you want to do as I believe it now requires or newly enforces the mandatory minimum number of purchases before you could cancel (could be wrong)
So it's $42 something not 38
