Figured that out when trying to order for myself. The option for state when checking out as a guest completely omits CA. Perhaps you can try to see if Home Depot's customer service chat can price match?

got mine at acme, was very surprised, have had to wait up to 6 weeks before to get something shipped, this only took 3 weeks. What's even funnier is I bought crescent shears on that same sale, was supposed to come with a free tape measure. They never sent the tape measure... customer service said free items don't come on discounted items... lol total bull@#$%, because I've bought items with free items on discount all the time, and had no issues.
