Some states are getting even more restrictive than the 750w/20mph Class 2 'standard' in the past few weeks. Check your statutes, or developing legislation locally, before committing to this - if it's going to be used for more than just casual leisure.

Does a E bike need lights and signals? Does a bicycle need that stuff ? I'm not being a smart ass . Idk if this is considered a different category than a bike as far as law enforcement. I'm not looking to go on a major highway but are regular streets ok or do I need to be concerned about getting pulled over?

No, This is an off-road model, so it doesn't have any lights. However, knobby tires can be a bit slippery on paved surfaces. So ride with caution on paved surfaces if allowed. During & right after it rains the oil/gas that drips off cars makes the middle of intersections a bit slippery.

Most states require headlight light and reflectors for bikes at night on roads. Rear tail light recommended if you are on roads at night.

Bicycles do not need that stuff, but this is not a bicycle. In almost all of America, anything over 750 watts would be considered a moped or motorcycle. Riding it on public roads would risk traffic citations and possible confiscation. Check your local regulations.
