Typically the $7.99 one topping carryout is just as good or better than 50% off. But 50% off is great for speciality pizzas or if you like a lot of toppings.
Dominos is honestly one of the best values in the fast food game these days.
Especially if you stake with discounted gift cards.
Still better than Papa Johns, Pizza Hut, and most of the time Little Caesars unless you get deep dish/thin crust. Large with 5-8 toppings and bread stick bites comes out to be around $11. Every five orders gets you a free medium/large 2 topping. Combine it with an additional 15-20% off using gift cards from Costco etc and it's hard to beat. Their best tasting pizza the pan pizza is their worst value with how small it is. Have ordered hundreds of dollars worth of Dominos for fundraising events and no one ever seems to complain the way they have when I had a deal with the local Papa Johns or when they see Little Caesars boxers.

I stopped buying the 50% deals - Dominos franchises are so YMMV, the local ones near me have susbscribed to shrinkflation.
I grew up in Ypsi/AA - I know what Dominos should be. Wisconsin Dominos are off my list forever.
I just buy toppers or papa murphys, with the occasional Little Caesars. People hate all you want, but taste/value/nostalgia all a factor for me.

Even the one topping is usually better with the 50% off deal, at least if you go with an x-large. At my local dominos both deals are the same price with a large (7.99) but if you go x-large the 50% off deal is better (8.95 vs 9.99). Maybe prices aren't the same other places though.
I do usually go with the specialty pizzas though. $10 x-large specialty is a pretty good deal. Especially when also using discounted gift cards.
little caesars slices n stix + crazy bread + sauce combo for $10.99 is the deal for me. the jalapeno + bacon stix are to absolutely die for as they don't put their pizza sauce on that one. i just had dominos again for the first time in almost a decade and while it isn't horrible, i think little caesars still offers a better cost performing budget pizza. but the reality is that franchises like these are all subjective to the quality of employees that the franchisee hires and manages. so its genuinely a ymmv depending on where you live and what quality franchise owners you have around you. hate to say it but i drive the extra 5-10 minutes to hit franchise locations in the wealthier more affluent neighborhoods as more often than not, they have better talent pools to choose from when hiring.
As others have said, this is a good deal for a pizza with a ton of toppings. Unfortunately, they aren't as forgiving at switching toppings on their specialty pizzas anymore.
A piece of cardboard with cheese and sauce is better than Little Caesars.
I was confused by that post as well. Little Caesars is absolutely the worst pizza chain. The worst pizza I've ever had was 7 Eleven's pizza, and Little Caesars is just as bad.
