So far my best was purchasing a 5qt using the $4 WM cash on 5W-30 and 0W-20 then using the $4 cash towards the next purchase. Waiting 48hrs, rince and repeat. Then returning the first 5qt that was full price.
My total cost is ~$13/5qt.

Bottom line is the the Clean version contains significant true synthetic oil.
So this in part explains why my MPG went up with a 50/50 mix with 0W16.
About 3 or 4 weeks ago found out it was rejected when calling in for status.
A week ago got the cups, today got the physical card in the mail. Not sure why they mailed it rather than virtual, but whatever. Tried to apply to pirateship balance, rejected. Paid a utility bill successfully instead.

I think the bad press forced them to rethink the rebate issues.
It appears the oil was a better deal than we realized. It contains a significant amount of real lab built synthetic oil. Most full synthetic oil is not real synthetic oil like the original that came out in the late 60's. That was all lab built!
WW2 Germany produced huge quantities of all grades for the war effort. But it existed before the turn on the century (late 1800's)

Submitted rebate online June 11th.
Received rejection [error] email on June 23rd.
Received email saying my submission "has now been requalified" on July 1st.
Called today to get status, agent replied that it was "stuck" and she has pushed it forward. Her latest estimate was 2-3 weeks.
Never going to purchase Mobil 1 with rebate again. I've done rebates for Penzoil for over a decade and never got a problem.

But at $4 instant credit for each gallon at Walmart and an historic low price I leaped.
I figured a cup and $10 was never going to happen but might.
This product was a quality product that we did not know about until the last few weeks.
Glad I got 4 gallons.

I went to dump the balance in paypal, and that is not allowed (even though this is technically a debit card, or it listed as such when I added it to paypal). I then tried to purchase steam credit, and that was blocked by the card provider, apparently that's not outright forbidden, but my card is now on a cool down (24hrs) we will see tomorrow if payment works.
I wish I had gotten physical card, which I would have to wait to receive, and track the balance to fully spend it, but I then would have the option to try it at retailers. Most places aren't going to key in a card number (that I am aware of).
