How good is the Costco deal with the 400W panel for $999?
If you buy from authorized dealers such as outbound power they usually send you a 400w panel for free. That's how I got mine when I ordered this in November.

They have the 400W panel listed for $599 and they just send it for free? I find that hard to believe. I picked up the Costco deal yesterday, better to deal with them in the case I need to return it.

Yup, multiple users also on the DIY solar forums have had that experience as well. Not sure why because they seem valuable as you say. I'm guessing that it's probably pretty positionally dependent to get good generation as it doesn't have unrestricted angles with the straps or just winter surplus.
