I'm not sure if it's a targeted promotion (hah), but I had a spend $80 to get $10 target circle rewards in my deals section.
I used that to get a $100 Starbucks gift card for $95, and I got another $10 added in my target circle rewards that are valid to use for one year after today.

Any gift cards except for Target gift cards should work with this promo in theory.
1) You will need to spend another penny, tax does not count
The amount needs to be pre-tax and pre red card. So let's say I have a coupon for "Spend $100 get $10 rewards". If I buy a $100 gift card for $95 with Target red card, it will qualify since Target accepts it as being $100 before tax and before red card.
