IIUC you can't use ECB online or instore the spending threshold is $40

And you are again wrong about in store use. You are not dinged for spend using ECB's in store, only online

No it is not, every account has this offer. it's on the front page of their ad. it's specific to hair care items, including this.

He/she should have manually issued you the $15 ECB, they can do that.
There was a deal similar to this at Black Friday and pretty sure everyone got their ECB's okay on these hair appliances.
overriding the price may have been the issue in your situation. He made the price $30.99 and this is a spend offer. Have to spend $40+ to get the $15.

1ExtraCare Plus $10Bonus
CVS COUPON (#)-10.00
so I should still be eligible for the $15 no?

manager had no idea.
others in this thread could not get it to apply either.
there was a X of threshold for beauty promo 1 or 2 months ago that had the same issue.

I understand there are some issues with the deal on the CVS end of things. The deal 'as advertised' is not a YMMV deal on its face. It is supposed to be for everyone, I just want to make that clear. when there's a glitch like this, that is no fault of the customer, CVS needs to issue people their $15 ECB's as I mentioned, if doing the deal at the store, insist the manager issue it to you manually. If they give you grief, just return the item if you don't want to spend 30 minutes on the phone with CVS customer care. You get your money and ECB's back you used to pay for it.
I realize it's a hassle and certainly wasn't why I shared this deal. It is a good deal if it works as it is advertised. I'm not sure how it's working to order it online for shipping paying straight out of pocket. I am going to 'test it". I do have the $10 off $40 coupon in my account and clipped it yesterday.
