Under EU and Italian law, a product can legally carry the "Made in Italy" stamp if its last substantial, economically justified transformation occurred in Italy.

The Loophole: This means a company can manufacture the frames, the temples, and the lenses in a cheap factory in China, ship the parts to Italy, and simply perform the final assembly (putting in the screws and lenses) in Italy.

The Result: Because the "final stage" happened in Italy, the stamp is legally valid, even if 90% of the labor and material costs were incurred in China.

TLDR: Made in Italy is meaningless today.

Same is true for the us, but even less requirements.

Italy is famous for utilizing this loophole to falsely push their "Made in Italy" overpriced goods. Sadly, the U.S. & other EU nations now operate similarly. Caveat Emptor. Just buy the equivalent Chinese items (sans marketing label, often made in the same factory) for a fraction of the price, when possible. Consumers unite!
