A better choice is a 24v from BougeRv.com . Most of the solar generators and coolers have limits on AMPs - 19v on a 12v panel doesn't push enough watts to use what the panel can deliver

VOC = Voltage Open Circuit, the voltage you would measure from the output of the solar panel, when it is not connected to anything and the current flow is essentially 0 amps.

With a load connected (i.e., the panel is powering something), the current will increase and it's voltage will decrease below VOC.
