It should come with one battery and all the accessories needed to fly it. I would spend a bit more to get the Mini 5 Pro or the DJI Neo 2.

I bought the mini 3 last month but grabbed the "Fly More" bundle for $200 more that includes 2x extra batteries, a multi charger, carrying case and (most importantly to me) the RC controller that has its own screen built-in. It's really nice not having to use your phone every time I wanna take a quick flight or two.

dji mini 3 for $300 is better, better image sensor, longer battery life, vertical shooting etc.

Everyone has to have a TRUST license. But only a FFA license if its over 249g. But even that is $3 for 3 years.

My local PD stopped and asked me for my trust license. That is free and the test is common sense.
