The submarine head basically just sucks up spilled liquid - it's not a replacement for mopping. Think of it has a more absorbent version of a Swiffer but with less actual cleaning power.
That said, $199 for a decent Dyson is a pretty good deal in most cases (especially with Costco warranty and returns), but if you accept that this is primarily useful as a dry vac you may be better of holding out for an eBay sale on a refurbished V15 (which has hit ~$300 several times on recent sales).
