Totally annoying, I agree. However, it's probably not Woot as much as it is restrictions imposed by their carrier (or the bulk postage selling service that Woot is using). In this case, an over-sensitivity to the lithium batteries. Could also be (improperly...) triggered if you're shipping to a PO box. I encountered similar issues when trying to ship bladed items (garden tools!) to Massachusetts.
