NJ's law is especially strict, but I don't think this is legal to ride on the roads and paths in any state except maybe Kentucky.

So I can pedal my bike on the road at 3mph and hold up tractor trailer trucks but I can't ride my electric bike that can do maybe 20mph?

Also, electric riders don't act like bicyclists, meaning they want to take more of the lane as a regular vehicle with no tags and many times no helmet. It's still a touchy subject as it all gets worked out.
