They're going to ring up your "free drink" at full price and hope that you don't look at the bill, and they're never coming back with the fry refills, they're just waiting for you to give up and leave.

Be a little aggressive and tip is my strategy.

I ask for fries delivered ahead of the meal many times and no server has ever questioned it.

If I want a refill I put the empty at the end of the table for easy view. If they don't notice before I want more I flag down someone.

I don't blame severs for scheduling too few employees but it's still my problem to solve if I want to eat out. I don't eat here often because of this.

Am I supposed to tip before they even bring the food, like this is Doordash or something? Anyhow, we've been going to our two for extended family birthdays for over a decade, and having this identical experience at both of them makes it clear that they've forgotten Chili's exists and is conveniently located nearby.
