I've never tried to solve this problem, but I would maybe suggest looking into something that pickups up golf balls / tennis balls / pickle balls. I don't know what those tools/machines are called but I feel like it would maybe work well in your application so wanted to throw the idea out there.

One exists for tennis balls. Vertical wire rings that trap balls in the middle.

I imagine it could be scaled down.

Don't purchase this. Effective aerators pull cores (so have hollow tines). This will just waste your time and money.
