The OP product isn't a good quality primer. It would probably be ok indoors if you really wanted to be cheap (I still wouldn't use it; time is valuable, too) but I wouldn't use it outdoors.
A better primer would be Zinsser 123 or PPG Seal Grip.

You definitely should use primer on a surface that hasn't been painted before.
But it's also good to use it on surfaces that have been painted, but not for a while. It helps the paint bond to the surface. Also, without the primer, the surface will soak up more paint, and good quality paint is generally more expensive than primer (even the primers I've mentioned).

Even with a primer, you still need to prep the surface correctly, including scrubbing it well with something like TSP-PF. Prep is 80% of the work; painting is 20%. Without high quality prep, your paint job is not going to be high quality.

Wait for the Sherwin Williams 40% off paint sales - their Super Paint still isn't cheap, but it's a good quality paint. (You can pay more for other SW interior & exterior lines, but I don't think they're better, unless you're doing something like painting outside in weather below 50 degrees, when Duration is the better choice.) They have them every couple of months in the summer. I'm not a fan of Behr; if you can get it for $10-15/gallon (their price for mistints), I wouldn't buy Behr for interior (and I'd never use it for exterior). Benjamin Moore is a good quality paint, but they don't have the sales SW does.

Most paints, especially lighter ones, are going to require two coats if you want the best paint job. It depends on what your "standard" is - if you like to go around the room, holding a bright light, to check the quality of the finish, looking for fine pinholes where the paint didn't cover, or seeing slight differences in coverage, then do two coats. A lot of people don't care ... they're happy with their paint job, while I'll walk around the room and see all the problems which would make me put on another coat.

Same question. How does this compare to Kilz? I did checked the reviews on the Lowes website, some says its watery and it requires multiple coats to hide stuff.

Generally, paint now adays are labeled as paint and primer in one. I generally only use primer if I'm painting over a fresh surface or if the previously painted surface shows signs of deterioration or staining. I lean towards Kilz if I'm covering stains such as water spots.

There are a few reviews on the product page claiming that it is not better than Kilz. I recently primed my freshly drywalled bedroom with Kilz and it took 3 layers to cover. No fun!
