On my belt and underneath my shirt, I don't hear it much Even at max speed.
As a bonus, it also acts as a power bank so one less thing I'm carrying around while I'm on vacation. But the advertised 10000mAh battery seems inflated

The price is nice, but the smaller fan may mean it's louder (based on reviews I've seen on other handheld fans that were larger). I'm loving the two DiveBlues fans I bought (there are deals posted), creates much more cool air than I would've thought, and I keep it on the lowest setting. But it's also louder than I would've thought. But not to the point of being too loud (on the lowest setting).
I have an older handheld fan I never used much with just a power button, and you turn it on with that button, then have to push it repeatedly to go through every speed option to turn it off. And if you push one too many times, it turns off and back on again, and I have to scroll through it all again to turn it off. And the fan head didn't swivel around. Never used it much. I find I've been using the diveblues ones every day.
Added: looks like there may be a couple different types of diveblues fans posted, I really like the one with the power switch you have to slide on/off, as opposed to a button that may be accidentally get depressed (I think one of the ones posted has a button?). Here are the ones I bought, they're the same one but different colors with slightly different prices, once for under $9 and the second one for just over $10 with coupons. Both from deals I found on SD:
