At the very start of the video, you can see the size of the box.
One of those and a 12v Lithium Marine Battery ($100-200) and you're getting around the lake/marina without paddling for under $1k. 46lb trolling motor would definitely be enough for a full boat, 55lb if you want to fight some wind/current with more confidence.
Or you slap on the cheapest 2-stroke outboard you can find and you're pulling a tube at a pace that will excite grandma.

Is this Costco offering substantially different, better?

This has a "drop stitch" bottom, which is firm and more like a paddle board. The outer tubes are a much sturdier, more leathery PVC than the Intex stuff (closer to a Zodiac boat), and it has extra rubber coating on the front and bottom. It also comes with a legitimate marine transom motor mount rated for 10hp (or more). Even though Intex has their own proprietary little motor mount for some of their inflatables, it's really limited to little trolling motors and is in an awkward position. The boat in this deal is sturdy enough to rip around the water with a genuine gas outboard motor, and could even be rigged to pull a tube around at a fun clip.
It's a lot different. Not to knock the Intex boats (some great value on sale), but they are glorified pool toys compared to something like this.
