Because this is not a WaterSense model. Has to be 1.28 GPF to meet CA requirements.
I have two of these in 1.28 GPF option and they work well.

I would suggest being present on day of delivery and meeting them at the truck before they unload. Purchased the regular height or $274 last week and the box looked damaged and there was definitely rattled pieces in the box. I refused the delivery and told the drivers you can carry it to my door, but tomorrow you'd carry it back. I told him it was a toilet and he said, oh yeah, it's definitely broken.

Costco deal is better if you're not immediately upgrading to a bidet seat. Costco model comes with a seat, stainless supply line, wax ring and mounting bolts.

I actually don't think they recommend a brush because it can scratch the coating off. So I'm left wondering what to use to clean these bowls without any abrasives (can't use comet and can't use a scruff pad, so I'm left with a sponge which doesn't clean off the hard water marks).

Many people just remove water restrictors on faucets etc. as many of us use the same amount of water anyway, just in a shorter period of time. Not sure if toilets have a similar mechanism to avoid multiple flushes and likely less water.

They'll disappear after the boomers go. I'm GenX and once I moved out on my own after college, it was elongated for all my toilets ever since.

Silicone toilet brush works well. Then paper towel with some dawn when doing deep spring cleans.

Not too amazing of a price TBH and I've ordered in the past and had some bad delivery (intact) luck.

California wants to save water, but for what reason? They can't keep the reservoirs full even during fire season because of poor management.
